Abstract: If we look at the public involvement in general, and public participation in particular, as at the communication between citizens and local authorities we can see a process which consists of elements such as sender, receiver, context, message, language or channels. Based on that, observations regarding time, accessibility, information flow (its filters, obstacles, potential and threats) and comparison of particular participation tools/methods can made.  This approach was used to examine one of the biggest Polish cities – Wrocław. The collected information presents the character of communication between local authorities and citizens in Wrocław in 25 years after transformation.
